The dominant factor is not the choice of framework — it is almost always unclear scope. Every ambiguity in the specification is converted into a buffer inside the number you receive. A supplier that has no visibility into the edge cases will assume the worst. Spending a week on a discovery phase often reduces the overall figure much more than any rate negotiation.

Connections to other systems tend to be the second big multiplier. A screen that writes to your own database is easy to estimate; the same functionality wired into an old accounting system is a different problem. The cost lives in the third party: poor documentation, slow approval cycles, fields that mean something different on each side. Ask each bidder to price integrations separately, because this is the usual source of overruns.

Non-functional requirements can easily double the budget. A tool used by a handful of staff has almost nothing in common with the same functionality handling public traffic. Compliance work, angular developer for hire uptime targets, performance under load, audit logging and accessibility add weeks of work. Write them down at the start or expect them to arrive later as change requests.

Who actually does the work matters. An hourly rate says very little on its own: an experienced engineer at a higher rate can be cheaper overall than two inexperienced developers who require constant review. Check too which roles are billed: coordination, QA, DevOps and analysis are real work, but they must be itemised.

The quoted figure is never the total cost. Budget for cloud costs, custom web application development third-party licences, flutter vs react native logging and alerting and a maintenance allowance for custom ecommerce development services every year the software runs. A reasonable rule of thumb is that a live system consumes a noticeable fraction of the initial investment annually in fixes, updates and small changes. Treating the launch as the finish line remains the most frequent planning error.
