The dominant factor is never the technology stack — it is almost always how much is still undecided. Every ambiguity in the brief is converted into a contingency in the estimate. A supplier that has no visibility into the edge cases must assume the more expensive option. Investing a few days in a proper discovery frequently cuts the total by far more than any rate negotiation.

Connections to other systems tend to be another reliable source of cost. A form that saves data is low risk; the same functionality connected to a legacy ERP is not. The effort hides in the other system: poor web application development company documentation, waiting on someone else’s team, inconsistent data. Ask each bidder to break integrations out as separate items, as this is the usual source of overruns.

The requirements nobody writes down silently change the number. A tool used by twenty people is a very different build from the same feature set handling a hundred thousand users. Audit and compliance requirements, high availability, load handling, microservices vs monolith traceability and accessibility add weeks of work. State them early or expect them priced as extras.

The mix of people behind the number matters a great deal. A rate card says almost nothing on its own: a senior engineer at a premium rate frequently turns out to be less expensive in the end than a pair of junior developers who require heavy code review. Check too who else is billed: delivery management, QA, DevOps and analysis are real work, but they should be named rather than hidden inside a blended rate.

The quoted figure is never the full cost of ownership. Budget for hosting, subscriptions and licences, observability and a maintenance allowance annually. A common working assumption is that software development lifecycle in active use needs a recurring percentage of the original budget annually for updates, security patches and small improvements. Leaving it out of the budget remains the classic mistake.
